Notices go to the people in People. Minutes name the decision. The agreement, the vote, and the letter are findable when someone asks what the local actually did.
Union Software is built for the collective bargaining economy — the local, the unit, the hall, the board — not for an employer HR stack. For a Recording Secretary the value is notice, file, and correspondence against the same people the local already has — not a dashboard that pretends to write minutes for you.
Communications sends notice to the People list and keeps the sent count. Agreements, Voting, and cases are the records minutes point at.
The software answers who was notified, what vote or agreement the meeting used, and where the letter went. Three inboxes are not the archive.

Officer elections, ratification, strike votes, and bylaw votes keep rules, notices, eligibility, and certification in Voting. You attach the result; you do not retype it into a newsletter from memory.
The outgoing letter or notice stays in Communications against the list you used. This is not a minutes product. It is the officer’s job supported by the lists, notices, agreements, and votes the local already runs.
Bylaws require notice. Last time the list was an export from February. Two new initiates did not hear. A retiree who should not vote did.
Build the recipient list from current People records — members who should receive this notice, as the bylaws require.
Write the notice and agenda in the language the President approved.
Send through Communications on the channel the membership actually reads — email, SMS, or voice.
Check delivery against that same list and keep the send with the meeting file.
